Why response caps are the wrong thing to charge for
A cap on responses prices the thing you cannot predict. You do not know in advance whether a form will get 40 replies or 4,000, and the moment it does well is the moment it stops working — a metered form that hits its limit turns people away silently, and you find out from the gap in your data. It also punishes exactly the campaigns you most want to run: a viral poll, a popular event, a job posting that got shared. Charging for capability rather than volume means the pricing is predictable and the incentives point the same way for both of us.
What 'fair use' means here
There is no numeric cap and no throttle. Every form is rate-limited per IP to stop automated flooding, which is a spam control rather than a quota — a human filling in your form will never encounter it. If a single account started generating traffic at a scale that suggested abuse rather than success, we would get in touch before doing anything about it. That is the whole policy, and it is deliberately not a number, because the moment it is a number it becomes a cap.
